I have an ACER Aspire 3 laptop that can only display media at a maximum resolution of 1080p. However, I also own a 4K OLED TV. If I download a 4K movie and connect my laptop to the TV, will it actually play in true 4K resolution on the TV or will it be limited to 1080p because of my laptop's restrictions? Here are my laptop specs: Ryzen 5 3500U processor (2.1GHz), 2GB AMD Radeon Vega 8 graphics card, 1TB SSD, and 8GB of DDR4 RAM.

The ability to output 4K really depends on your laptop’s hardware capabilities. Even if the laptop screen is 1080p, sometimes connecting to a high-res TV can allow higher resolutions. You could connect your laptop to the TV and see if you can adjust the display settings to 4K. Just be aware that your graphics card isn't the most powerful out there, so performance may vary.
Your laptop does have an HDMI port, but there are some limitations with the hardware. The AMD Radeon Vega graphics card might not support true 4K. The best case scenario if it can output higher resolutions is that it might manage 2560x1600, but many models are capped at Full HD. Sadly, it looks like you might be stuck with 1080p unless you upgrade your laptop.
If you're looking to output to your TV, it largely comes down to what output your laptop can manage. While the specs say 1080p max, that doesn't mean you're totally limited. Sometimes GPUs can handle more than their internal screen shows. Just give it a shot and see if you can change the resolution in the display settings!
