Why is my disk usage maxing out while downloading?

I recently started experiencing a frustrating issue where my disk usage shoots up to 100% every time I download or install something from platforms like Steam or Epic Games. My specs are a Ryzen 5 5600 processor, B450M-A Pro Max motherboard, RX 6600 graphics card, and 16 GB of 3200 MHz RAM, along with a 1 TB SATA SSD (Ocpc XTL-200). I usually get around 200 MB/s for downloads, but then the speed drops to 0 or hovers around 20-30 MB/s. This problem started only recently; it wasn't an issue six months ago. Do you think my SSD being SATA instead of NVMe could be the reason, or should I consider resetting my entire PC?
