Why is My CPU Power Capped at 65W During Gaming?

I've noticed that my CPU isn't reaching its full potential while gaming. During a stress test using OCCT, it did hit 100%, but the power is capped at 65W. My CPU isn't the unlocked version, so I'm wondering how I might lift this power cap. Here are my specs: Intel Core i7-14700, ROG STRIX Z690-F GAMING WIFI, and G.Skill Trident Z DDR5 6000MHz 32GB (16x2).

It’s actually normal for a CPU not to hit 100% usage while gaming; ideally, it should be around 35% for optimal performance. Your GPU should be the one reaching 100%. You didn't mention your GPU model, which is crucial here!

Ah sorry, my GPU is an RTX 3070 Ti. My main worry is why the power isn't going higher than 65W.
