I'm currently using a 3070 Ti and have been reading that it might be bottlenecked due to its VRAM. I'm curious if I should consider upgrading, and if so, what would be a cost-effective option that provides a noticeable performance boost without exceeding $750?

Are you really experiencing VRAM bottlenecks? Have you checked that with software? If everything is working great for you, maybe stick to what you have. Some people claim 8GB isn't enough, but I’m using a 3080 with 10GB at 1440p and rarely hit the limit, even at low settings. I could use a bit more FPS, but it’s decent for now.
