Help! New CPU is Crashing While Downloading Games

I recently installed a brand new 9800x3d CPU in my setup, and everything was working fine until I started downloading a game this morning. My CPU usage spiked to about 90%, and then I encountered a blue screen crash. I've checked the thermal and CPU seating, and I'm using the DOCP profile II.

My rig consists of a Crosshair X670 Hero motherboard, RTX 4090 GPU, and 64GB Crucial Pro RAM (running at 6000). I've made sure Turbo game mode is disabled in the BIOS. Now, I'm experiencing blue screens every few minutes. The errors vary each time, but my CPU usage hits 100% when I start Steam and stays high throughout.

I'm not sure where to go from here to troubleshoot this issue. I've since reinstalled Windows and applied the latest BIOS update, which seemed to help with high CPU usage. Any tips or advice would be greatly appreciated!

Updating your BIOS can often help. However, since you’ve already done that and even turned off DOCP settings, it might not be the culprit. Are you facing the high usage issue even at idle?

I once faced stuttering and crashes while downloading, and it turned out to be an SSD issue. Check the performance of your storage drive; that might be causing the blue screens too.

With a good internet connection, your CPU can max out to download fast. However, if you're experiencing constant crashes, it might be either a Windows issue or RAM problems. Have you experimented with running one stick of RAM or tried different slots? It’s a good troubleshooting step. Also, double-check your GPU drivers; sometimes rolling back can solve these kinds of issues.

I thought the same about the CPU. I had a 7800x3d before without any issues. I turned everything to stock settings and disabled DOCP. I'm planning to reinstall Windows and apply the latest BIOS again.

I dealt with frequent crashes when my PBO was enabled, so I turned that off. If you're new to this, maybe try toggling any overclock settings if you haven’t already. It could help ease the problem.

Have you checked what the blue screen errors say? It's pretty common for CPUs to hit high usage while downloading or installing games, but frequent blue screens definitely aren't normal. You might want to look into that.
