I'm trying to set up a Google account for a business user and have run into a frustrating issue. I've attempted to create the account around 12 times, and normally it would ask for an SMS confirmation. Instead, this time, it requires me to scan a QR code, which always leads to an error saying, 'This phone has already been used multiple times.' I've tried using 5 different phones with different numbers, and even a brand new SIM card, but I keep hitting the same roadblock. I've also tested on 3 different browsers and 2 computers, and none of that has helped. Is anyone else facing this problem? It's really driving me crazy.

I've had a similar issue! It seems this QR code requirement is a hassle. We often create multiple accounts for company phones, and I find it's best to try using the Gmail app directly instead of through a browser because that can sometimes bypass this issue. But it’s ridiculous that they don't even allow number entry anymore. It's all QR or nothing. I've also noticed that switching to 5G didn’t change the outcome for me either.
Are you setting up personal accounts or using Google apps for business? It could be that personal accounts aren't the best route for you.
Sounds like you're trying to create personal Google accounts? You might want to consider using Google Workspace accounts instead; they're actually designed for situations like yours and are free to set up.
