I've been struggling with Windows scaling, especially at 350%. Older programs like Office 2007 just don't scale properly at all, appearing as if they're stuck at 100%, which is basically unreadable. Other applications tend to stretch and become pixelated, making them equally hard to read. Is there any way to have Windows render apps natively at the correct scaling instead of just stretching them out? I could reduce my scaling to below 350%, but I really want to stay between 300% and 350% for readability. My monitor is 32 inches, which makes things a bit tricky.

Sounds like you're facing a common problem with legacy applications. Older apps often don’t support high DPI scaling, which can lead to the issues you're describing. If you can, try using more modern alternatives to those older programs. They tend to handle scaling much better. And seriously, 350% on a 32-inch screen? That's really extreme. You might want to consider reducing it to something like 100-150% if your eyesight allows it.
