Why Is My New PC Running at 100% CPU Throttle?

I just got a pre-built PC with some solid specs: an AMD Ryzen 5 7500F, 32 GB DDR5 RAM, an MSI M470 PRO 1 TB NVMe SSD, an NVIDIA GeForce RTX 5060, and an MSI PRO A620M-B motherboard, all running on Windows 11 Home. I've updated all the drivers and kept the BIOS untouched, and the core temperatures sit in the low 30s. However, it's been running poorly right from the start, getting low scores on PassMark benchmarks and struggling with games like Cyberpunk even at low settings. After doing a clean Windows reinstall and fresh driver updates, I still faced the same issues.

Using HWiNFO to check sensor readings, I noticed that the CPU is heavily throttled right as Windows boots up, even without any workload. I've got an image showing this on HWiNFO, and I'm starting to wonder if the EXT sensor might be faulty. Before I consider returning the computer for repair, I'd love any troubleshooting tips or insights you might have. I haven't owned a PC in a while, so feel free to explain things simply!

Make sure you're running the latest BIOS and chipset drivers. Also, set your Windows power plan to 'High Performance' if you haven't already.

It could be a couple of issues. The motherboard has a reputation for poor VRM heating without heatsinks, and the chipset might be overheating too. Check how well air is flowing through the case to get better cooling.

Check your BIOS settings to see if there's an option for the CPU throttle temperature. Sometimes it's set too low, and adjusting that might help.
