I have a new SSD that I want to install Linux on, possibly Debian or another distro. I'm not sure if I should format it using Windows first or if I can do that during the installation process. Is there a difference between the two methods?

You can definitely format your SSD during the installation process. It's often easier to do it this way since the installer will handle everything for you and set up the appropriate file system for Linux.
I’d recommend doing the formatting during the installation. Windows uses NTFS, while Linux requires different file systems, so it makes sense to let the Linux installer manage the formatting.
If you're planning to dual boot, you should still format it during the installation. This way, Linux can create the necessary partitions and file systems without any issues.
