I'm planning on making the following upgrades:

This would cost around $650, excluding the GPU which I purchased for $400. I hope to find the RAM used for a decent price. I know that I'm getting a CPU that's good for overclocking but pairing it with a motherboard that doesn't allow it—I'm okay with that. Also, I opted not to upgrade my SSD storage due to budget constraints, as they can get pricey.

Your upgrade plans look solid, but I recommend checking the PSU requirements for the RTX 3080. It usually needs at least an 850W PSU to run smoothly. If you're already spending, you might want to consider upgrading the PSU just to be safe.

Plus, a simple air cooler could do the job instead of spending on an AIO unless you really enjoy the aesthetics and quiet operation they provide.
