I'm currently using an AMD Ryzen 5600x processor along with a Sapphire Pulse Radeon 9070 (non XT) and 64 GB of RAM (2x32 3600 MHz). A friend mentioned that my CPU might be bottlenecking my GPU, but I've not experienced any real issues. I'm wondering if I should upgrade to a 7600x3d and change my RAM to a 2x16 setup, especially since there's a good deal at Microcenter for a mobo/CPU/RAM combo. Should I go for it, or is it better to wait?

It really depends on your usage, but honestly, you probably don’t need to upgrade just yet. Your setup is solid as it is.
If upgrading, I'd suggest considering LGA1700 or possibly a used zen 3 x3d if the price is right. Losing 64 GB of RAM would be a big hit.
I think you're fine with your current setup! You've got a good balance and it should serve you well for a while without issues.
A move to a 7600x3d doesn't seem worth the cost. Look for something like a 7800x3d or 9700x if you're going AM5. You’re not losing much performance right now either, so waiting might be better. The 5700x3d is a solid option too!
Not really worth the upgrade just yet. Your current rig is future-proof for at least another 3 years. If you want better gaming performance, consider the 5700x3d instead!
