I quick formatted my USB drive because it was corrupted, and now I'm looking to recover specific files from it. Are there any free recovery software options available, or do I need to purchase software like Disk Drill?

You could also try Recuva; it’s a free tool that works pretty well for basic recovery tasks.
If you only need to recover a few specific files, Disk Drill has a free trial that lets you recover up to 500 MB without having to pay, though it's not the best option out there.
You might want to check out DMDE; the free version allows recovery of up to 4000 files. Just keep in mind that some functionalities might be limited—like batch recovery, which can be tricky. Definitely worth a shot!
PhotoRec is a solid option, I've used it a bunch! Just a heads-up, it recovers everything into a folder you choose, so you’ll have to sift through the files to find what you need. Also, make sure to save your recovered files to a different drive, or you risk overwriting your lost data.

Does it limit the size of files you can recover too, or just the number?
