PC Crashes After GPU Upgrade: Could My Power Supply Be the Problem?

I upgraded my GPU from an RTX 3070 to an RTX 4070 Ti, and now my PC is crashing randomly, especially when launching games or even just sitting in menus. The crashes are accompanied by a black screen, the GPU fans ramping up to 100%, and the system becoming unresponsive, requiring a hard reboot. According to the Event Viewer, it reports a Kernel-Power Event 41 without giving any specific error logs. I've already tried reinstalling drivers, adjusting BIOS settings, and monitoring temperatures, but nothing seems to help. My suspicion is that it might be related to my power supply. It's a labeled 1000W Apevia model, but it's older and not ATX 3.0 compliant, which could potentially struggle with the power demands of the new GPU. Has anyone resolved similar issues by switching to a higher-quality ATX 3.0 power supply?
