My New PC Build with 9800X3D and 5080 FE Won’t Boot, Help!

I'm having trouble with my new PC build and it's not booting up at all. When I turn it on, the CPU fan isn't spinning, and the diagnostic LEDs for CPU, DRAM, VGA, and BOOT aren't lighting up either. However, the audio ports on the motherboard do light up. I attempted a BIOS flashback which seemed to go well according to the LED indicator, but it didn't resolve the issue. Below is my list of parts along with everything I've tried so far. All parts are brand new, so any insights would be greatly appreciated!

**Parts List:**
- AMD Ryzen 7 9800X3D
- Thermalright AXP90-X47 CPU Cooler
- Asus ROG STRIX B850-I AM5 Motherboard
- Crucial Pro Overclocking 32 GB (2 x 16 GB) DDR5-6000 CL36 Memory
- Samsung 990 Pro 2 TB M.2-2280 NVME Solid State Drive
- NVIDIA Founders Edition GeForce RTX 5080
- Corsair SF1000 (2024) 1000 W 80+ Platinum SFX Power Supply
- NCASE T1 V2.5 with PCIe 5.0 Riser Cable
- DingKey Designs AXP90 AM5 Offset Bracket & AM5 Stainless Steel Backplate + Thermal Grizzly AM5 Contact Sealing Frame

**What I've Tried:**
- Booting with only 1 stick of RAM (both tried individually)
- Disconnecting the GPU riser cable
- Removing the SSD
- Shorting the power button pins
- Disconnecting the front panel I/O
- Swapping to a new motherboard (same model, but the same issue persists)
- Trying different CPU power cable ports on the PSU
- Performing a BIOS flashback (successfully according to the LED, but no changes)
- Ensuring that all power cables are seated properly
- Plugging the PSU directly instead of using the case extension.

Have you tried connecting the monitor directly to the motherboard with the GPU removed? Sometimes, the presence of a dedicated GPU can cause issues if it's not seated properly or if there's a power problem.
