I recently cleaned my PC, focusing on the CPU cooler, which had accumulated a lot of dust between the metal walls of the CPU fan. Now, it seems to be louder than it was before. Could dust have gotten into one of the fans, or is there something else I should check?

Dust is actually a great sound absorber, and removing it might have allowed parts to vibrate more, causing increased noise. It's possible the dust was dampening those sounds.
That makes sense! It was too stuffed before, kind of like a soundproofing blanket.
Did you reconnect all the fan headers properly? It’s a good idea to check the BIOS settings or any fan control software you use, just to ensure everything's configured correctly. Sometimes, fans might default to full speed if they're not recognized right. This happened to me once, and it was a simple fix!
Are you sure the noise is only from the fans? It's worth checking to make sure nothing is loose, and no cables are vibrating against the fan blades. Just a quick safety check can help a lot!

I wouldn't necessarily blame vibration, but I do think cleaning without dust could lead to more noise as it acted like insulation.
