I recently upgraded my GPU from a 1660 Super to a 5060 Ti. When I power on my PC, the fans spin, including the GPU, and the keyboard lights up as if everything is normal. However, there's no video output at all. I didn't uninstall the old Nvidia drivers before the upgrade because I heard it might not matter for Nvidia GPUs. Could the drivers be causing this issue? Also, I have a 650W PSU which should be sufficient for my setup, so I don't think it's a power problem.

If it’s a driver issue, you might still see video in the BIOS. Try switching your cable type: if you’re using DisplayPort, try HDMI instead, or vice versa. I had a GPU that wouldn’t show video until I enabled a specific setting in the BIOS using HDMI, since my main monitor only had DisplayPort.
I swapped from a 3080 to a Gigabyte 5080 and had a similar black screen problem. I found that switching my DisplayPort connection from the far left port to the one on the right worked for me. It’s weird, but sometimes specific ports can act differently. Give that a try!
First, make sure your motherboard and PSU are compatible with the new GPU. Did your power supply meet the requirements for the 5060 Ti? If it's not a seating issue, you should uninstall the old Nvidia drivers using Display Driver Uninstaller. This will revert your setup to the default Windows drivers, making it easier to troubleshoot if you still don't see any output.
