I have four 8GB sticks of DDR3 RAM installed in my motherboard, but both the BIOS and Windows 10 (64-bit) are only detecting 16GB in total, reading each stick as 4GB. I've used memory sticks from the same model but with different version numbers. I've already tried booting with a single stick at a time, pairs of sticks, and all four sticks in various combinations.

I had the same confusion once! Make sure to check the last line on the RAM stickers. They usually indicate if it’s a kit of two 4GB sticks, which can easily be misread as a single 8GB stick.
It looks like you might actually have four 4GB RAM sticks, not 8GB ones. Check the model number again. They may be listed as 8GB kits but consist of two 4GB sticks each.
