Why is my GPU capped at 60% usage and my FPS is low after upgrading to Windows 11?

I recently switched to Windows 11 and I'm experiencing a significant drop in FPS while gaming. For instance, in Apex Legends, my frames used to hover around 200-250 but now they're only about 140 (110 during intense fights). I've checked my GPU, and it's running comfortably at around 40-60% usage on max graphics settings. My CPU also stays between 60-70%, so I don't think that's the issue. Can anyone suggest what might be going on?

Based on your experience after the OS upgrade, check your Power Plan settings. Windows 11 tends to set the plan to ‘Balanced’ by default, which can throttle performance. Switch to ‘High Performance’ to let your hardware do its thing. Also, keep in mind that some games like Apex Legends don't utilize all CPU cores evenly; if a couple are maxed out, your GPU can be waiting around, affecting performance.
