How can I intentionally slow down my WiFi for certain apps while keeping others fast?

I'm using an old Windows XP machine, and I want to recreate that 2004 internet experience by slowing down just my web browser to mimic that slower speed. However, I still want some applications to run smoothly without any issues. Ideally, I want this slowness to be permanent, so I don't have to adjust anything every time I boot up. How can I achieve that?

Another option is to use your browser's developer tools! You can enable throttling there, simulating slower speeds like 3G. This way, only your browser is affected, which is handy since you won't need extra software.
