I'm new to the PC scene and recently picked up a budget PC from Facebook Marketplace. Right now, I have an ASRock B450M Pro4 motherboard, a GTX 1660 Super graphics card, and a Ryzen 5 3600X processor. I'm curious about whether I should upgrade certain parts or if I would be better off replacing all of them. Any suggestions?

It really depends on your budget. If you can afford it, upgrading to a new CPU like the Ryzen 5 5600X and a GPU like the Radeon 9060 XT 16GB would significantly boost your gaming performance, especially for 1080p or even 1440p gaming.
That’s interesting! I’m using a 3600 and can game at 4K with decent performance, so don’t underestimate your current CPU too much.
