I received this PC as a hand-me-down from my brother a few years ago and haven't used it much until now. I don't play demanding games and don't plan to, but I'm curious about any budget-friendly upgrades that could help Minecraft run a bit smoother. Here are my current specs: CPU is an Intel Core i5-4570, I have 16 GB of DDR3 RAM, an Adata SU630 disk, and the GPU is an NVIDIA GeForce GTX 1650.

You might want to check out Facebook Marketplace for a used GTX 1080. You can often find them for around $100, and that should give you a nice boost in performance without breaking the bank.
Since your Intel 4th generation CPU is the last one that supports DDR3, consider hunting for a second-hand i7-4970K or similar. For GPU upgrades, look into the RX 6600 or 5700 XT — they'd be a significant step up from the GTX 1650!

Just to add, it's worth noting that 10th gen Intel CPUs have some compatibility quirks, but some can work with DDR3 if you're modifying a previous-gen board!
