I know I can find videos on applying the new paste, but I'm curious about what cleaning solutions I should use for both the GPU and the thermal paste removal.

It depends on how old your graphics card is. If it’s less than five years old, you might not even need to reapply the paste. Just keep an eye on your temperatures.
Mine's an RTX 4070 Ti. After mining on it for a while, the thermal paste was pretty dried up, so I thought it was a good idea to replace it. I'm upgrading my setup for video editing and just want to make sure everything's in top shape.
I usually go for high percentage isopropyl alcohol with a soft cloth to clean. Make your life easier by grabbing some wipes and cooler paste if you're going to clean and re-paste. Also, getting a rechargeable air duster is a solid investment! Just remember not to let the fans spin freely or it might damage them.
For tackling the dust, I recommend using compressed air or a high RPM duster fan. When it comes to cleaning off the thermal paste, just grab some isopropyl alcohol and a microfiber cloth—it works wonders!

My RTX 2080 Ti is almost 8 years old, and I've never changed the paste! Still getting consistent temps. I did replace the fans a few times though—it’s pretty cheap to do.
