I recently built my own PC and am encountering an issue where the graphics card doesn't seem to be functioning. Here's my build: an AMD Ryzen 7 processor on an ASUS B650E AM5 motherboard, with 64GB of DDR5-6000 memory and a Samsung 990 Pro 4TB SSD. I'm using an MSI Ventus 2x OC GeForce RTX 5070 12GB video card and an MSI MPG 1000GS 1000 watt power supply. Everything else, including my Creative Labs Sound BlasterX AE-5 sound card, ASUS 27" monitor, and Corsair ARGB mid tower case, seems to be set up fine.
When I turn it on, my monitor displays 'no video input', and I've noticed that the fans on the video card aren't spinning at all. The case fans and CPU cooler fans are working fine, and thankfully, there's been no smoke! One oddity is that the case power button can start the PC but does not turn it off. I would appreciate any advice. Thanks in advance!

Have you considered that your BIOS might need an update? Also, sometimes with DDR5 RAM, it takes a while for memory training. If you're still getting nothing, you might want to strip it down to just the essential components: remove the GPU and sound card, reset the CMOS, and see if it posts with just the CPU and RAM. It’s tedious, but worth a shot!
It sounds like you might be having an issue with the GPU. Since the motherboard also has a built-in graphics processor, try connecting your monitor directly to the motherboard. If that works, then your graphics card could be the problem.
No luck with that either. Still nothing on the screen!

I would try that, but I can't see anything to navigate through the BIOS right now.
