I have an old hard disk from my laptop that died, and I've recovered all the important data from it. However, I'm trying to format it now, but I keep getting a message saying I need permission. Even though I changed the ownership to myself, it still claims I need my own permission to proceed. I'm stuck with an outdated Windows installer and files I don't need anymore. Is there any way to bypass this issue or any software that can help me format the disk?

You can use the 'diskpart' tool for this. It’s built into Windows and pretty effective for managing disks. Just be cautious—if you use it incorrectly, you could accidentally delete the wrong partition.
Try opening the built-in Disk Management app. From there, you can delete the existing partitions on the drive. After that, create a new partition and it should let you format it without issues.
