I recently got my mom's old iPad and switched to my own Apple account. While I have access to everything like texts, emails, and calls, I'm stuck with her entire photo library, which is taking up too much storage. How can I change the photo library to my own, or do I need to reset the device entirely?

It sounds like the iPad wasn't properly reset before you got it. You should follow the instructions from Apple on how to erase and set it up again. That way, you'll start fresh with your own account and photos.
