I was transferring files to a new 2TB Toshiba hard drive when I accidentally flipped it over while it was in the dock. It didn't fall hard or anything, but now Windows detects it as RAW. I can't access it, format it, or delete the volume. I've attempted to use diskpart and chkdsk, but I keep running into errors. I'm not worried about recovering any data; I just want to make the drive usable again since it's brand new.

Try using a tool like Hiren's Boot CD, booting from a USB. There are utilities within that might help recover or at least format the drive. Just keep in mind, even a small jolt can mess up an HDD when it's running.
Unfortunate situation! If you ran diskpart clean and it isn’t being detected, it’s likely beyond help. Pulling the plug mid-transfer can sometimes ruin the drive. I think you should just dispose of it and get a new one.
Sounds like the drive might be damaged from the shock. If it was still spinning when you flipped it, that could've easily caused some issues. In your case, if it's brand new, I'd suggest reaching out to the retailer or the manufacturer to see if you can exchange it.
Given that you mentioned you just bought it, claiming warranty should be a priority. There's a good chance the device is toast if it's showing RAW and won’t respond to basic commands. It's better to get a replacement than to try and fix it.
