Have you considered installing the printer on an RD session host instead? It might end up being a smoother process for you, especially if you're having trouble directly on the Thin Client.
First off, you'll want to check if the Enhanced Write Filter (EWF) or File-Based Write Filter (FBWF) is enabled on your Thin Client. These filters can block permanent driver installations. You need to disable the filter first! Log in as an Administrator, find the HP Write Filter Configuration Utility, and disable it, then reboot your device.
For the Brother HL-L2460DWXL, the best bet is to use the Brother Universal Printer Driver for PCL, which supports Windows 7 32-bit. You can find it on Brother's support page.
