I've recently built a new computer, and I'm facing some frustrating issues during video playback. Sometimes, the videos play fine for an hour, and then suddenly, they go into slow motion—just like a cheesy 90s movie effect. The audio works perfectly, but the video slows down for anywhere from 1 to over 10 seconds. This problem can happen every 10-15 minutes, or it might be fine for longer periods between episodes.
I've noticed this issue across various platforms, including streaming services like YouTube and Netflix, as well as VLC media player, which I predominantly use. It's been persistent for a couple of months, and I've done a lot of troubleshooting. Here's what I've tried so far:
- I toggled hardware acceleration on and off.
- Used HWInfo to monitor system performance and didn't see any spikes during playback.
- Tested with just one monitor instead of dual.
- Updated all drivers (BIOS, chipset, etc.) and Windows.
- Closed all other applications.
- Restarted the computer multiple times.
- Disabled Multiplane Overlay (MPO).
- Checked for issues with LatencyMon and found everything clear.
Despite all these efforts, video playback continues to stutter while everything else, including gaming, runs smoothly. My computer specs are:

- Kingston 64 GB (2x32) DDR5 6000 MHz CL36 FURY Beast
- Samsung 990 Pro 2 TB

Interestingly, I had the same problem with my old Nvidia GTX 980 TI before upgrading the GPU. I have two 60 Hz monitors, just like my old setup, where everything was functioning well. Any ideas on what could be causing these issues?

You might want to check the CPU temperatures. It sounds like it could be thermal throttling, where the CPU gets too hot and reduces its clock speed. If it's cooling down too quickly during playback, that could explain the slow-motion effect.
Since you've done quite a bit of troubleshooting, one other thing to consider is your power settings in Windows. Make sure you’re using a high-performance plan. Sometimes, the default balance settings can reduce performance for video playback.”

I've checked all temps with HWInfo and didn't see any spikes or issues while the slow motion happens. Everything looks fine.
