€550 seems reasonable for a used 4070 Ti. Just make sure to check it out in person before buying and maybe try negotiating down to €500 if you can.
Why spend €550 on that when you could get a brand new 9070 XT from Amazon for about €660?

It's tricky to judge prices without context. Prices can vary a lot depending on where you live. There's no universal 'correct' price. If ordering from elsewhere isn't an option, just focus on what things cost in your area.
In my area, the 9070 XT is actually €970, and shipping and taxes really drive the costs up. So that comparison isn't quite fair.
