I'm having a frustrating issue with a corrupted file on my Windows 11 system that's preventing me from deleting it. I play Assetto Corsa and I was modding my game by using zip files in the 'content' folder. I copied everything to my desktop for game file verification, but one of the files wouldn't finish copying despite all contents being received. Now, the original file is stuck and won't delete; it keeps saying I don't have permission, and I can't access the security settings to change that. I tried to take ownership via the terminal, but I received an error about file ownership not being possible on insecure filesystems. This is a problem since both the corrupted and the copied file are linked, causing my game to crash. Additionally, I can't wipe or delete the external drive containing this file since it gives the same permission error. Just to clarify, I am an administrator on my account, and this issue is specific to this file.

I've run into similar permission issues when modding Assetto Corsa. Windows 11 sometimes locks folders for no apparent reason, even for admins. I got so tired of it that I switched back to Windows 10 and haven’t looked back since!
Have you tried deleting the file in Safe Mode? That's usually the easiest way to get around those stubborn permission issues.
