Why Is My Desktop So Slow Even With No Apps Running?

I've been experiencing some serious lag on my desktop, even when I'm not running any applications. About a month back, I had to reset Windows, and since then, everything has gone downhill. Before the reset, my desktop performed well; settings and applications opened smoothly, and even while gaming, the desktop would respond without crashing. But now, I wait forever just to get the desktop to catch up after I hit the Start button during a game. My friends suggest a full Windows reinstall, but I'm really indecisive and clumsy about such things. Just to note, all my graphics card and motherboard drivers are updated, but it hasn't helped at all.
