I'm considering getting a 9070XT since it's priced similarly to the 5070. My build includes an R7 8700G, 2x16GB DDR5 RAM, and I'm using an MSI MAG A650GL Gold power supply. I also have five fans, including one CPU fan with RGB lighting, plus a mouse and keyboard. With all that in mind, do you think a 650W PSU is sufficient? I'm looking to save money for a Corsair RM750x Shift 80 PLUS Gold in a few months. Is that a good choice?

A quality 650W PSU should work just fine for your setup! The sustained power draw will be about 350W, leaving enough for your CPU and peripherals. Just ensure your PSU delivers a solid 650W on the 12V rail and can handle transient loads well. It sounds like you've got a decent unit there!
If you already have that PSU, it should do the job. Even with its higher TDP, it might only max out around 350W. You can always undervolt your setup to save power without sacrificing performance. Your CPU shouldn't use more than 100W, so you’ve got plenty of headroom for the rest of your system. It's not perfect, but the A-GL model is reliable enough that you shouldn't face major issues.
While a 650W PSU can work, it's not the most recommended route. If you're using a power limit, it might manage, but I'd suggest future-proofing. A solid PSU can last for over a decade, so consider going for something like an ATX3.1 model with higher wattage, perhaps around 850W or more. You don't want to skimp on this component!
