I recently built a new PC and I've been hearing a high-pitched whine that sounds kind of like a dog whistle. This noise happens every 8 seconds for about 8 seconds, and it's becoming really annoying when I'm not wearing headphones. I thought I picked good quality parts that wouldn't be noisy, but even with the fans set to silent in the BIOS, my PC is still pretty loud while idle. My temperatures are great, so I'm puzzled. I suspect it might be the AIO cooler, but I've heard nothing but praise for the Arctic Liquid Freezer III. I'd appreciate any tips on how to fix this whining sound or advice on reducing noise levels. Here are my specs:
* CPU: AMD 9800X3D
* GPU: ASUS TUF RTX 5070 Ti
* PSU: Seasonic Focus GX ATX3 850W
* RAM: 32GB DDR5
* Motherboard: ASUS B650E-E TUF Gaming WiFi
* AIO: Arctic Liquid Freezer III Pro 280
* Fans: 2 BeQuiet Silent Wings 4
* Case: Qube 540 Cooler Master

What you're describing sounds like coil whine. This can happen with any component that has electricity running through it, and it's not necessarily related to the quality of the parts. The GPU and PSU are often the main culprits. You might want to try and pinpoint which component it's coming from. If it's really bothersome, replacing that part could help, but keep in mind that there's always a chance the replacement could have the same issue.
You could try isolating which component is making the noise. Maybe stick your finger in the fans to see if that's where it's coming from. Coil whine typically has a high-pitched sound, while fan noise is more of a hissing. It's likely not your AIO, and if it is a fan, that's usually a quick fix.
