Why Are Temp Folder Permissions Different on Fresh Windows 11 Installs?

I've been encountering a strange issue with fresh installs of Windows 11 version 25H2. After setting up two laptops and joining them to our domain, I noticed that only one of them was able to install certain software, like Crystal Reports and 7-Zip, without errors. The other one kept throwing 2502 and 2503 errors, which indicate permission issues.

Here's the deal: both laptops had the same setup, users logged in simultaneously, and yet, the permissions on their C:WindowsTemp folders were different. For the laptop that worked, the Users group had special permissions, whereas the other laptop had more restrictive permissions. We haven't made any changes through Group Policy or Intune that would affect the Temp folder permissions.

Could anyone explain why these discrepancies are happening, especially since we've noticed this issue on 2 out of 7 machines in the last few weeks?

Yeah, I've run into this with both Windows 11 and Server 2022 VMs. Its a bit hit or miss with the TEMP directory creation during the install. You might try giving an admin full control over the TEMP folder if it’s throwing errors during MSI installations.
