I just discovered that 25GB of my storage has been taken up by something called 'content_cache,' and I'm a bit confused. I checked my storage using Microsoft PC Manager and found this huge 24.9GB figure. I don't remember downloading anything that could take up that much space recently. Is this a normal thing that happens? Can I safely delete the content_cache without causing any issues? Have others experienced this too?

That 25GB content_cache is usually related to temporary files that applications create and use. It's pretty normal for things like updates or large downloads to use this space.
