If you're looking to keep costs down, definitely check out either Intel LGA1700 or AMD AM4. They both have options at various price points that might just fit within your range. Just keep in mind that if you're hoping for an upgrade path, you may need to adjust your budget a bit.
Right now, the only CPU platform that offers a decent upgrade path is AM5, but honestly, you’re not going to find anything AM5 that fits your budget. To get an upgrade path, you'll need to either spend more or adjust your expectations. If you're focused on sticking to a lower budget, it might be best to look for something like the Intel LGA1700 or AMD AM4 platform instead.
