I had my MacBook and iPads stolen, and I know the Apple ID of the thief. Is there any way to report this theft to Apple and request them to disable the devices? I have proof of purchase, their serial numbers, and the original packaging to support my claim.

Definitely report it to the police, especially since you know the thief's email. It's more effective than going to Apple. If you had 'Find My' enabled, you could also put the devices in Lost Mode, but if not, getting them back is pretty tough.
If you know who the thief is, your best bet is to go straight to the police. They can guide you on the next steps and might even reach out to Apple for assistance. Just having the Apple ID isn't enough; get that police report first.
