I'm stuck trying to access my AWS account because I lost my MFA device. Without it, I can't recover access to my account or raise a support ticket. The phone number on file is outdated, and I haven't been able to get any help. To make matters worse, there are some small payments overdue for the last two years that I can't settle since I can't access the account. What options do I have?

If your account’s been around for a while, it might be okay. Even if you're getting bills, if AWS thinks you can’t recover it, they might suggest making a new account.
