I've been having a major headache with my computer lately. It's been stuck in the BIOS and doesn't recognize any boot devices, even though it can see all my hard drives. After some advice from here last week, I learned that my Windows files might be corrupted or that the SSD with Windows installed could be dead.
I managed to use another computer to create a bootable USB with Windows. I first tried to reinstall Windows on my old SSD, which is about 9 years old, but it failed at 79%. That led me to suspect it's likely dead. I then attempted to install it on my NVME SSD, which is only 2 years old, but ran into issues there too. After the installation, the computer restarts and prompts me with a screen saying to either remove the USB and click 'yes' or keep it and click 'no'. If I remove the USB, it just loops back to the BIOS. If I keep it in, it starts the installation all over again, resulting in an infinite loop. I'm really stuck, and I can't access my computer during a particularly crucial time!

Just a quick thought: Are you using UEFI mode in BIOS, or is it set to Legacy? Check those security settings, as they can sometimes prevent booting up properly. It might help!
Have you tried removing the old SSD? Sometimes, Windows can act up if it's still in the system due to leftover fragments. Might be worth a shot!
I went through something similar ages ago. I reset my BIOS to the default settings, and it fixed the issue for me. You might want to give that a try!
