I'm in the process of upgrading my computer. Currently, I have a Ryzen 55600GT and 32 GB of RAM. I'm planning to replace it with a Ryzen 75800X and a GT 1030 2GB GDDR5. I mostly play games like Hearts of Iron 4 and War Thunder, and I'm hoping to ensure that this is a good decision before I spend the money.

The GT 1030 really doesn't offer much of an upgrade from your current integrated graphics; in fact, it might even perform worse in some situations. The Ryzen 75800X is a decent choice for a CPU upgrade, but I suggest focusing on a better GPU instead. What's your current FPS in the games you play, and what are your graphics settings?
The GT 1030 is pretty weak for today’s games. Investing in a decent GPU would give you much better performance. You could find an RTX 3070 for under $250, which would be a great step up for more demanding games.
No way! Stick with the 5600GT and set aside that money for a used 1650 Super or GTX 2060. You'll definitely notice a better performance with those.
Honestly, I think you should keep your current CPU and invest in a more powerful GPU. The GT 1030 is underwhelming for gaming.
If I were you, I'd stick with the CPU for now and consider looking for a used GTX 2060 or even a GTX 1660 Ti if you're on a tight budget.

I agree, it's really not worth it. You can find much better options out there.
