I had backed up my photos and videos to my Google account but had to turn off the backup feature because my email was full. Unfortunately, my phone was stolen recently, and I'm wondering if there's any way to retrieve the files I backed up before I turned off the feature. Are they stored anywhere, or can I get them back?

Nope, once you turn off the backup, those files aren't automatically saved anywhere else—Google doesn't keep copies of what you didn't expressly want to be stored. If you didn't delete them and they were uploaded before you turned off backup, they should still be accessible in your account.
