I'm looking for alternatives to Google Voice for sending texts and making calls, as they now require a government ID to create a new account. I tried uploading my ID, but I got locked out. I'm specifically seeking options for personal use—most alternatives I've found seem geared toward businesses and don't offer free plans. I just want to be able to message my friends, but their parents won't let them download any apps on their phones.

You might not find too many free options left since a lot of them have switched to paid models, but one alternative you can check out is Airdroid. It lets you send SMS from your PC, and it’s pretty user-friendly. Just make sure you have the app on your phone too!
Have you looked into using PushBullet? I used that a while back for sending texts from my computer. It syncs with your phone, but you'll need the app installed on your mobile device.
