I've been dealing with a strange issue where games like Overwatch and Fortnite are stuck at 60fps whenever I start them. The weird part is that after I restart my computer, the fps goes back to normal, like 300fps. This is really inconvenient, and I'm wondering what could be causing this problem. Have you checked what your screen's refresh rate is set to? If it's only set to 60Hz, that could be why your games are capped. In games, you should match the refresh rate to what your monitor can handle.
You might want to try using DDU to do a clean uninstall of your GPU drivers while in safe mode. After that, reboot your computer and install the latest drivers in normal mode. This can often resolve frame rate issues like the one you're experiencing.
