I've recently upgraded to a 9070XT GPU, but I've been disappointed with my gaming performance in titles like Space Marine 2 and Cyberpunk. I often see my frame rates drop to the 60s when playing at 1440p, and even using FSR doesn't seem to help. Since I can't upgrade to AM5 due to budget constraints, I'm wondering if switching from my current 5700X CPU to an X3D version could improve my gaming experience and help get better average FPS. Am I being too hopeful? I just feel frustrated watching my games lag after spending so much on the GPU.

It's tough to say for sure since it sounds like you're experiencing a lot of different issues. The X3D should give you some performance gains, but the improvement might not be huge—around 20% at best. It could help with your average FPS, but you might still see dips under heavy loads because titles like Cyberpunk are demanding on both the CPU and GPU.
