How to Remove Photos from iCloud That Aren’t on My Phone?

Hey everyone! I've noticed that I have around 3,600 items in my iCloud, but only about 2,200 of those are on my phone's Photos app. I'm looking for a way to ensure that iCloud only stores the photos and videos that are actually on my phone. How can I go about deleting everything else to keep it tidy? Thanks for your help!

You could just let everything sync. If you’re worried about losing pics, consider paying for iCloud storage; it's only 99 cents a month and it's worth it if you ever lose your phone. Just keep your iPhone updated and remember your Apple password. Once everything’s synced, deleting a photo from your iPhone will also remove it from iCloud. Oh, I see! I'm already paying for 200GB of iCloud. But can you clarify what you mean by merging duplicate albums? I just want to make sure that nothing not on my phone ends up on my iCloud.
