I have two Dell touchscreen monitors connected to my PC using both HDMI for video and USB-C for touch input. The second monitor's HDMI signal is routed through a Portta HDMI splitter that supports several viewing modes, including quad view, so I can share that display with other devices in my server setup. However, the touchscreen on that monitor stops responding whenever it is connected through the splitter, even in full-screen mode. Is there a way to keep using the splitter while preserving touchscreen functionality, or is this setup fundamentally incompatible?

HDMI carries the picture, but it normally does not carry touchscreen input back to the computer. Touch data needs a separate USB or USB-C data connection between the monitor and the PC. If the monitor’s USB connection is still plugged directly into the PC, the splitter may be changing how the display is identified or mapped, but it cannot pass touch input through the HDMI path itself.
Both monitors are connected to the PC with HDMI and USB-C. The HDMI connection for the second monitor is the one routed through the splitter.
