I'm connecting a USB drive to my Samsung Galaxy S23, but the phone stays in "charging only" mode and I can't choose another USB option. I'd like to access the drive and import pictures. What settings or steps do I need to use?

USB Debugging usually isn’t needed for this. Connect the drive with a USB-C OTG adapter or compatible USB-C flash drive, unlock the phone, then swipe down and tap the “Android System — Charging this device via USB” notification. Choose “File transfer/Android Auto” if you’re connecting to a computer. For a flash drive, open My Files and look under USB storage. If no notification appears, try a different OTG adapter or cable and make sure the drive is formatted in a phone-compatible format such as exFAT or FAT32.

Developer Options and USB Debugging are mainly for communicating with a computer through Android tools; they won’t make a regular flash drive appear. The important part is a data-capable OTG connection and checking My Files.
