What’s the difference between building a website and attracting customers to it?

I understand that creating a website is one task, but getting potential customers to find it and submit enquiries seems like a separate challenge. For an IT services business, what strategies do people use to generate traffic and turn visitors into leads? Is this normally part of web development, or does it fall under marketing and SEO?

Building the site and attracting visitors are separate jobs. Web development focuses on creating and maintaining the website, while marketing covers reaching potential customers through advertising, networking, referrals, content, and other channels.

For an IT services company, traffic can come from local search listings, helpful articles, referrals, business networking, partnerships, paid search ads, and social media. A website is more like the storefront—the marketing is what gets people through the door.
