I'm upgrading from an RTX 3080 and want a noticeable improvement for 1440p gaming without overspending. In my local market, I can get a used RTX 4070 Ti for around $600–$620, an RX 9070 for about $750, or an RX 9070 XT for roughly $80 more than the 9070, although that would stretch my budget. Which option offers the best performance increase and value compared with my current card?

The 3080 is still very capable at 1440p, so you may be better off waiting unless you’re running into specific performance or VRAM limitations. The RX 9070 XT is the strongest choice among these options, but paying $600–$830 for a relatively modest gain over your current card may not be the best value.
Honestly, none of these cards are especially compelling at their listed prices. A 4070 Ti would be roughly a 10–15% improvement in many situations, while the 9070 XT is closer to a 40% uplift depending on the game. If you want the upgrade to feel worthwhile, the 9070 XT—or a good used RTX 4080 or 4080 Super—makes more sense.
The RTX 4070 Ti probably isn’t worth it as an upgrade from a 3080. It only offers a modest performance increase and has just 2GB more VRAM. I’d either keep the 3080 or save for an RX 9070 XT, which should provide a much more noticeable uplift and 16GB of VRAM.
If you mainly want higher frame rates for the next couple of years, the RX 9070 XT or RTX 5070 Ti would be reasonable targets. I’d avoid buying the 4070 Ti just for a small generational bump, especially since you already own a 3080.
