What parts should I choose for a $3,000 gaming PC that reuses my DDR4 and custom-loop components?

I'm in the US and want to build a gaming PC that should remain capable for at least five years. My target budget is around $3,000, with some flexibility up to $4,000 if there's a compelling reason. I started planning this build several years ago, before DDR5 became common, and would like to reuse some parts I already own: a Thermaltake Toughpower Grand RGB 850W 80+ Gold fully modular power supply, a Thermaltake Tower 900 case, two Thermaltake Pacific M360 Plus D5 reservoir/pump water-cooling kits with extra tubing, and 32GB of DDR4 memory. I'd prefer an NVIDIA graphics card and an Intel processor, mainly because I'm familiar with GeForce Experience and remember Intel installation being straightforward. However, I haven't kept up with current hardware and would appreciate advice on whether those preferences still make sense, whether my existing parts are worth reusing, and whether a dual-loop CPU/GPU setup is practical. I'm not planning to buy until around the next tax season, so I'd also like resources for catching up on current hardware and choosing parts without overspending.

The best parts list depends heavily on when you actually plan to buy. Hardware prices, GPU generations, and platform availability can change a lot over several months, so use current recommendations mainly to learn what to look for and ask for a finalized list when you’re ready to purchase. Also, Intel and AMD CPU installation are both fairly straightforward today; AMD’s mainstream desktop sockets are no longer the old pin-based design many people remember. Don’t choose a platform solely because you expect installation to be easier.

A custom water loop adds a lot of complexity, especially with hard tubing and separate CPU/GPU loops. If you haven’t built a PC or maintained a loop recently, start by learning loop planning, leak testing, coolant maintenance, fitting compatibility, and pump/radiator requirements. The existing kits may be reusable, but check their age, seals, tubing condition, radiator compatibility, and whether the pumps and fittings support the parts you eventually choose. A high-end air cooler or all-in-one cooler is much simpler, and custom cooling usually provides more appearance and noise benefits than gaming performance.
